Law 10/1995 (updated) about the quality in construction works - art 13 - paragraph 3 stipulate: 

" Checking for the quality of construction works and/or modifing for the existing ones, that involve, legaly, construction or demolition permits, is mandatory, and is ensured by authorised site inspectors, contracted by beneficiary and with the suport of technical responsable for constrution works, contracted by the construction company (contractors)

 - art. 22 - pct. d

d) ensure for the right checking of the construction works with the suport of site inspectors or consulting speialised companies, during the execution process

art.36 - pct. ll lit. a

a. the failure in checking for execution with the support of authorised site inspectors, or persons with equivalent certificates - certified by law = penality  from 10000 ron (2000 eur.) to 20000 ron (4000 ron).

Technical Responsable for Execution - RTE

- ensuring the activity as Technical Responsable of Works for:

a. civil, industrial, agro buildings - 1.1

As stipulations of art 25 lit c) from Law 10/1995 about quality of works (updated), the contractors of constrcution works, have to ensure the well done level of quality with an own quality sistem, with own personal, with the suport of technical responsable of execution. 

All this stipulations, are applied for all constructions and installations, no matter the property form, destination or financial source, for the scope of human life protection, their goods, of the society and the environment"

 Violation of the above stipulation involve penality from 10000-20000 ron (2000 - 4000 eur.)
